Do I need an ISO 9001: 2008 registered Quality Management System as a base to obtain ATEX / IECEx Production Quality Assurance Approval?

No, not necessarily. There are multiple routes to ATEX QA approval depending on the designated zone(s) that your equipment will be installed in and whether you are planning to mass produce the equipment or produce single units or small batches.
